MONROE COUNTY, Michigan – The Board of County Road Commissioners called a special meeting on Monday February 20, 2023 in which a closed session performance evaluation occurred of the Managing Director, Ms. Dori Hawkins-Freelain. Upon reconvening the open meeting, the Board voted 4-1 to terminate Ms. Hawkins-Freelain’s contract effective immediately without cause.
The Board of County Road Commissioners held a regular meeting on Monday February 27, 2023 in which the Board unanimously voted to appoint Mr. David Leach as interim Managing Director. Many Road Commission employees attended the meeting in a show of support for the Board and that of Mr. Leach.
Mr. Leach holds thirty (30) years of experience with the Road Commission beginning in 1993 as a temporary employee. Throughout the years, Mr. Leach has moved through the ranks of the Road Commission as a driver, estimator, job foreman, crew leader, maintenance supervisor and most recently as the Superintendent of Maintenance. Each position held has given Mr. Leach vast knowledge in all aspects of road maintenance.
Mr. Leach expressed his appreciation to the board stating he was quite humbled with his appointment and the trust in him to fill this role.
